Ironically, he was appointed Chancellor and while his party didn't exceed over 50% of voters it was still the largest in the Reichstag. However after Hitler passed the Enabling Acts which gave him dictatorial powers he did hold a vote over whether the people were content with Hitler combining the office of Chancellor and President into the office of the Fuhrer. They voted overwhelmingly yes. In essence Hitler was elected to be Chancellor but you could say he was elected to be Fuhrer.
