They want a seat on the UN security council and to be taken seriously. Nukes are like the cheat code that get you international respect (or at least enough fear where nobody will fuck with you too badly).

They hope to not be a fucking puppet. Can hardly blame them

they need nukes to prevent the collapse of their regime. they can kill anyone internally who opposes the kim regime but the regime needs a deterrent to keep the south, chinese, and americans from overthrowing their despotic regime. They are enriching themselves off the backs of the Korean people and are desperately trying to keep control. they saw gaddafi and saddam hussein give up their nukes and they were toppled and the Kims don't want to fall the same way.

tl;dr: the nukes are a guarranteur of the north korean regime
