The North Korean Endgame

>There is only one feasible choice for solving the issue: treat Pyongyang as a rational actor.

http://thediplomat.com/2017/07/the-north-korean-endgame/

>In 2016, North Korea conducted the most missile tests ever, a total of 24. Since the beginning of 2017, the regime in Pyongyang had only ratcheted up the number of tests, currently at 17, with the promise of reaching a new all-time high, and surpassing last year’s record. The last test, conducted symbolically on July 4, marked a new milestone by introducing Pyongyang’s intercontinental ballistic missile (ICBM), with a range that could reach Alaska and potentially Seattle. It is now believed that North Korea will soon be able to develop and mount miniaturized nuclear warheads on its ICBMs and become an even greater threat to its neighbors, and the United States.

>The urgency of the current developments, fast outpacing the expected timetable, has raised the stakes in Washington, Seoul, Tokyo, Moscow, and Beijing, raising the demand for new policies targeting the military belligerence of the rogue state. As Washington considers its main policy options, it will have to consider both feasibility and the (cost and benefit).

>At the core of any meaningful policy vis-a-vis North Korean militarization sits one simple, yet seminal and highly contested question: is the regime in Pyongyang rational or not?

>If the regime in Pyongyang is rational, then deterrence (nuclear deterrence in particular) in combination also with other, more positive forms of engagement could lead to a de-escalation of the current tensions both in short and long terms. If Pyongyang regime, however, is irrational, there is little one can do but act, seizing a moment of strategic and tactical advantage before the cost mounts even more. The difficulty comes from the fact that rogue regimes often might pretend to be irrational in order to keep up the aura of unpredictability as part of their strategic arsenal.

Scenario 1: The North Korean Regime is Not Rational

>Are Kim Jong-un and his regime irrational? If the answer is yes, as many warmongering policymakers in the State Department and the Pentagon argue, nothing short of a swift military intervention, with the possible goal of decapitation and regime change, could stop a nuclear Pyongyang with its new ICBM capabilities from running over South Korea, even while risking retaliation from the United States.

>Any military escalation with an irrational North Korea would result in the materialization of Pyongyang’s threats to shower Seoul and Tokyo with a barrage of missiles, likely carrying highly toxic sarin gas among other things. If U.S. and South Korean intelligence is correct, hundreds of artillery cannons and cruise missiles will pepper Seoul within minutes of the beginning of a military confrontation, covering the capital, with its population of over 10 million, and obliterating millions of lives, while also causing structural and economic damage not seen since World War II. The same fate would await Tokyo, home to 36 million. Millions of Koreans from both countries would storm China, Japan, and Russia, in an attempt to escape from the impending nuclear holocaust, while millions more may engage in a fraternal civil war. This will quickly lead to the largest humanitarian crisis of the post-WWII world, making the current Syrian crisis look like a small deal.

>China would not sit and wait. It would not favor an American military presence next to its borders, nor the prospect of united (albeit devastated) Korea under the banner of a pro-American Republic of Korea. A conflict would also prompt a race between the U.S.-ROK alliance on the one hand and China on the other (with possible factions from the North military joining either side or remaining independent) to capture and secure North Korea’s nuclear weapons.

I know it sounds scary as shit but hearing him say this made it sound like he was just blustering. He's a fucking moron and can't even make meaningful threats. >Russia will also not sit and wait. Moscow and Beijing already have military ties that amount to a semi-military alliance. The Shanghai Cooperation Organization is not NATO, and will probably never be, but it is also a suitable rudimentary platform for military cooperation and security coordination that keeps developing. Moscow is a concerned party in the region and would act in its own interest in an attempt to prevent a greater American presence there, as well as the establishment of a pro-U.S. united Korean state.

>Accepting that the regime in Pyongyang is irrational, hence suicidal and self-destructive in pursuit of a divinely chosen destiny to unite the two Koreas under its banner and to defeat the United States, is a precarious and deterministic way of assessing the current situation in the peninsula. It narrows the available policy options, which are frequently trimmed down to exploiting strategic advantages while the window of opportunity is still present. The irrationality theory rests on unstable logic and hides a great deal of uncertainty, along with the potentially devastating consequences for the region, for millions of innocent civilians, and for the global economy and peace.

Scenario 2: North Korea Is a Rational Actor

>Rationality suggests that given the knowledge of the potential costs and benefits of each policy option, policymakers would pick the one that minimizes risk, minimizes cost, and maximizes utility. Rationality suggests that self-destruction carries very low if any utility but maximize both cost and risk, which means this course must be avoided at all costs.

>Accepting that Pyongyang is a rational actor, even when the regime shows signs of apparent irrationality, is a crucial starting point for the crafting of a successful deterrence policy that would prevent North Korea from causing a major regional if not a global conflict. Such an approach would rest on traditional military deterrence, coupled with gradual but active engagement with the regime.

>The Kim dynasty and their supporters are engulfed by a long-standing fear that Washington is out to topple them. This may not be completely removed from reality, given the fact that the Korean conflict remains unresolved, after nearly 70 years of armistice without a peace agreement.

>The Kim regime may be totalitarian and cruel to the point of genocidal, but it serves no purpose to assume that it is suicidal and self-destructive.

>Should the United States and South Korea destabilize Kim’s regime, or attack it, China’s calculus may change drastically. As a starter, as mentioned earlier, it is extremely unlikely that China will allow the unification of the two Koreas under the ROK. That means China will either try to annex as much of North Korean territory as possible — temporarily at least — in order to create buffer zone for itself, or it will directly challenge U.S.-ROK forces for the control of North Korea.

>As much as certain circles in Washington may not like it, the only meaningful policy in the current situation, and the only one that does not involve the risk of a full-blown military confrontation with unpredictable consequences...

>>
>In fact, the United States is actually well postured to survive, or ‘ride out,’ in nuclear war parlance, a nuclear strike. The United States is a large country, with a widely dispersed population. According to the Census Bureau in 2015, it has only ten cities whose populations exceed one million people. And 20 percent of its population lives in rural areas, distant from any realistic North Korean target. That is sixty million people. Residents of large cities like New York and Los Angeles are threatened, but much of the U.S. population is not. It is important to be honest about this.

Guys, we know next to nothing about the political climate or structure of the North Korean regime right now. They have blocked every country from reporting on what goes on within their borders, and they kill people who rat them out. It's shocking how little we know about them. For us to assume that they'd act in ANY particular way would be premature and irresponsible, given how little we actually know about how they run things over there. It could be a pissing contest between two nuclear capable nations OR....

It could be a crazy sycophant in his own golden palace surrounded by loyalists serving on fear of death, with his hand over the launch button as soon as he wakes up in a few hours. Either scenario is just as likely, that he'll do nothing (in the best interests of his people) or that he'll launch immediately (keeping in line with his regimes actions in the last few years). They're not a well established country, their diplomats are stubborn and refuse to compromise.

I have seen no evidence to suggest that North Korea acts rationally in the best interests of its nation, which perhaps explains why they've never been a major figure in the global political theater. As far as we can tell, from what little information we have, they're children screaming at the world for not treating them like adults while they throw temper tantrums over how they aren't allowed to play with their new toys.

I get that CNN has a "thing" for hating everything Trump does, but how the fuck can anyone see this as a negative. This isn't another idle and baseless threat, they are literally attempting to arm ICBMs with nuclear missiles at this very moment.

I bet when Japan (or us) gets nuked the MSM will immediately blame Trump for threatening North Korea.
>>
>>136625417
The US will never allow them to keep it long term. That's the entire basis of Trump's strategy towards North Korea. He's tired of us kicking the can down the road for the next administration to deal with. Full and permanent denuclearization is the only outcome that has Pyongyang still standing.

What Does North Korea Think of China's 'Dual Freeze' Proposal?

>North Korea might agree to a freeze, but actually dismantling its nuclear program is out of the question.

http://thediplomat.com/2017/07/what-does-north-korea-think-of-chinas-dual-freeze-proposal/

>Amid escalating tension on the Korean Peninsula following North Korea’s consecutive missile launches, Beijing proposed a new approach to resolve the situation: temporarily halting U.S.-South Korea large-scale joint military exercises in exchange for North Korea freezing its nuclear activities. Since Chinese Foreign Minister Wang Yi first proposed this new strategy on March 8, Beijing has continued to put forward the idea.

>For its part, North Korea seems willing to embrace the idea. “Under certain circumstances, we are willing to talk in terms of freezing nuclear testing or missile testing. For instance, if the American side completely stops big, large-scale military exercises temporarily or permanently, then we will also temporarily stop,” said Kye Chun-yong, the North Korean ambassador in India.

>Nevertheless, Beijing and Pyongyang hope to achieve different things through with the same proposal. While China views the “dual freeze” as an interim step for denuclearizing the Korean Peninsula, North Korea does not. Pyongyang asserts its nuclear weapons are only for deterrence purposes, as the country is confronted with imminent security threats posed by “imperialist America.”

>Pyongyang’s interpretation of the international situation in general and the United States’ intentions in particular can be clearly read by a book published by KCNA, White House’s Black Arrowhead. Unlike most North Korean books glamorizing its divine leaders and their ideas and achievements, this book is one of the few rare sources which enable us to view the world through their eyes.

>The book stresses that Washington “is imminently making preparations for the second Korean War, not only through large-scale armed forces, but also through other various means including diplomacy, ideology, culture, and economy.”

>Dismantlement of its nuclear program, however, is another story; doing so would expose the North to “American imperialism” without any deterrence capability.

>Pyongyang’s commentary justifying its fourth nuclear test in January 2017 made this point clear, by stating, “The Hussein regime in Iraq and the Gaddafi regime in Libya, after surrendering to the pressure from the U.S. and the West which were attempting to subvert their regime, could not avoid the fate of doom as a consequence of … giving up their nuclear program.” Depicting the international community as a jungle in which only the strongest can survive, the commentary added, “History demonstrates that powerful nuclear deterrence serves as the strongest treasured sword for frustrating outsiders’ aggression and for protecting national peace and security.”

>This perception is what makes Pyongyang so obsessed with nuclear weapons. North Korea, based on its interpretation of its security environment, has long shown an almost visceral animosity toward the joint military exercises, which it says is “a dress rehearsal for an invasion.” Thus, when discussing the joint military exercise with U.S. congressman Gary Ackerman in 1993, “Great Leader’s [Kim Il-sung’s] voice quivered and his hands shook with anger.”

>Due to this perception of imminent threat and a firm belief in indispensability of nuclear deterrence as a counter-balancing means, in North Korea’s view freezing its nuclear program is not a stepping stone for denuclearization, but a mere tool to mitigate security threats. Unless this perception gap is narrowed down, Pyongyang is highly unlikely to forswear its nuclear program even if the United States and South Korea decide to suspend their joint military exercises.

The entire basis of US foreign policy since 1945 is that cost is irrelevant so long as we keep the contiguous USA, Alaska, and Hawaii safe from foreign attack. North Korea lacks MAD (meaning a nuclear first strike against them remains an option) and is publicly threatening to nuke the west coast of the US. A "pause" or a "freeze" or a "hiatus" changes none of the key factors here.

Unfortunately war lust has clouded everyone's eyes. It's why the neocons get power over and over. Morons always outnumber rationality.

There's not going to be war in Korea. There's nothing to win and no one wants to deal with the fallout, those terms alone determine that all this hubbub is just talk. Trump is merely trying to accelerate the process of bluster until Kim Jong Un decides it's not worth it anymore. It's literally just a game of shit talking chicken.

Anyone who thinks Trump or the US will benefit from a Korean War is kidding themselves. The North Korean nuclear program is their MAD deterrent, made essential after Obongo proved to the world through his idiocy that giving in to Western demands on weaponry was a chump move, as shown by Gaddafi getting knifed in the ass on nightly news. The North Koreans will not give up their nukes under threat and in any serious aggression against them will likely not hold back in their use. And even ignoring that fact, the odds of China intervening and reaching Pyongyang first are vastly higher than the US.

There's nothing to win, there's no way to win, and quite frankly the fact that so many here are just going with the war drums is embarrassing. Trump is using rhetoric to bring about de escalation, the same way he's negotiated all his life. You'd think this of all places would realize that by now.

They aren't preparing for nuclear war, they see it as essential to maintaining their independence and think that if they give it up they will end up like Syria, Ukraine, or Libya who all persued nukes and remained stable when doing that but collapsed when they gave it up.

>>136626726

>>
>>136626480
The age of saber-rattling in return for aid is long gone, NK now views its nuclear capability as a deterrent from any foreign power intervening in their affairs. Understanding their "Juche" philosophy really helps in seeing where they're coming from. They believe that total self-sufficiency is king, and that if they become a fully functional nuclear power they will be left alone by the international community to conduct affairs as they see fit.

They're wrong, of course, because nobody will accept them as a nuclear power - but that is their thinking and end goal.

>Appearing at an event at his Bedminster, N.J., golf club, where Trump is on a 17-day “working vacation,” he said that “North Korea best not make any more threats to the United States.”

>“They will be met with fire and fury and frankly power, the likes of which this world has never seen before,” Trump said,

>Trump’s comments Tuesday came at an event focused on the country’s opioid crisis. After he finished opening remarks on that subject, he was asked by a reporter about North Korea. Trump sat back in his seat, arms folded and looked straight into the cameras as he made his comments.

I can understand some phrases in Japanese but I have the common decency to feel ashamed of my high school weeaboo phase.

My interest in Chinese culture basically predates sentient thought for me. I'm not learning for any practical application, just for me. I watch their movies enough to wish that I didn't have to drop what I'm doing to read the subtitles the entire time. But its for me, not so much my career. Its a lifelong goal to learn this language so thats what I'm going to do. Ive also wanted to learn piano my entire life too, but I'm working on that one as well. Theres just so many things you always wanted to do but never actually commit to doing in life. I'm tired of that. Lifes too short, and if I want to do it I should just go ahead and do it already. Shit or get off the pot.

Syria, Ukraine, and Libya were not constantly launch test missiles at their neighbors while also boasting about how they will nuke them. Today's Nuclear North Korea Is Yesterday's China: Lessons From History

>North Korea isn’t the first Asian communist state to acquire a nuclear ICBM capability of concern to the United States.

http://thediplomat.com/2017/08/todays-nuclear-north-korea-is-yesterdays-china-lessons-from-history/

>North Korea’s recent successful intercontinental ballistic missile (ICBM) tests have put Pyongyang on the cusp of having the means to credibly threaten the continental United States with a nuclear strike. The Trump administration has vowed to “not allow” North Korea to continue on its “destructive path” but so far has not put forth specific new policies to stop Pyongyang. Since the latest test, several senior administration officials have stepped up their rhetoric, labeling the DPRK as the most urgent threat facing the United States and stating that it is “unimaginable” to allow North Korea to have the capability to attack the U.S. mainland.

>As U.S. policymakers ponder how to deal with North Korea’s nuclear and missile programs, it is important to remember that we are not in uncharted territory. The United States found itself in a similar situation more than 50 years ago, when faced with the prospect of Maoist China going nuclear. Then as now, experts questioned if rational decision makers were behind the nuclear controls of a reclusive communist state and military options — no matter how risky — were seriously considered. Despite initially having great fears about the prospect of a nuclear China, both the Kennedy and the Johnson administrations came to realize that China’s modest nuclear arsenal failed to alter the underlying balance of power in East Asia or undermine the confidence of U.S. allies in the credibility of Washington’s security guarantees. And even though nuclear-armed China continued to champion global revolutionary causes and provide direct military assistance to North Vietnam against the United States

That doesn't mean shit given their low quantities. MAD is the assumption that no first strike can completely obliterate the enemy's nuclear retaliatory capabilities, and that a second strike will cause severe damage. The situation in NK isn't MAD because they don't yet have a retaliatory strike that can reach the US. Korean and Japanese lives are of secondary concern here.

>Chinese rhetoric on nuclear weapons gradually moderated and began to show evidence of calculated restraint vis-à-vis the United States

A Rogue China

>In December of 1960, the U.S. National Intelligence Estimate (NIE) warned that, “[China’s] arrogant self-confidence, revolutionary fervor, and distorted view of the world may lead [Beijing] to miscalculate risks. This danger would be heightened if Communist China achieved a nuclear weapons capability.” Revolutionary fervor aside, the same assessment could be written about North Korea today. North Korea continues to be one of the most isolated regimes in the world, run by the mercurial Kim Jong-un. In addition, the country engages in kidnappings and assassinations, hurls utterly bizarre imprecations against the United States, and regularly threatens preemptive nuclear strikes against South Korea. When observing North Korea from afar it is easy to mistake it for an exceptional case of obdurate despotism.

>As the NIE suggests, however, the same rogue state description fit the profile of China in the 1960s. Throughout the decade, Chinese leaders routinely dismissed the dangers of nuclear war and would stress the inevitable victory of the “people’s war” against U.S. imperialism and Soviet revisionism. At the same time, Chinese leaders greatly exaggerated the capabilities of their own nuclear program and downplayed the risks posed by potential counter force strikes against the Chinese mainland.

>In reality, China’s belligerent rhetoric was a strategic bluff to compensate for the great disparity between China and the two superpowers in nuclear capabilities. When looking today at uncannily similar boasts by North Korean state press that their country is now “a strong nuclear power state” and has “a very powerful ICBM that can strike any place in the world” it is important to remember that North Korea continues to have a small nuclear arsenal...

>...has no second strike capability, and will never be able to shift the military power balance in the region on its own. North Korean saber rattling is a screen to deflect from the regime’s weakness and fear of the future.

North Korea’s Nuclear Doctrine

>The DPRK does not have a publicly available official nuclear doctrine, which leaves analysts the sole option of piecing together a strategy from open-source statements. Kim Jong-un has spoken about the importance of breaking the “nuclear monopoly” held by the United States. Pyongyang has stated that it has a “no first use” policy and that it is in favor of complete global disarmament. Despite the “no first use” language, North Korea has repeatedly threatened to use nuclear weapons in preventive strikes against either the United States or South Korea. Since pulling out of the Six Party Talks, North Korea has effectively rejected efforts to denuclearize the North Korean peninsula.

>North Korea’s commentary on nuclear weapons closely parallels China’s official positions on nuclear weapons during the 1960s. Following China’s first nuclear test in 1964, Beijing also stressed three points: China’s goal for developing nuclear weapons was “to break the superpower monopoly;” China holds a “no first use” policy; and that China supports the complete elimination of nuclear weapons. Despite the cautious public stance, China was vehemently opposed to the Limited Test Ban Treaty (LTBT) and did not moderate its hostile position toward nonproliferation until its nuclear program reached a more mature stage in the 1970s. China’s record suggests that North Korea is purposely adopting a hostile stance to compensate for the overall weakness of the North Korean arsenal.

>John F. Kennedy viewed a potential Chinese nuclear test as “likely to be historically the most significant and worst event of the 1960s.” The Kennedy Administration was so concerned about the specter of a nuclear China that every measure from direct U.S. strikes to parachuting Chinese Nationalist commandos from Taiwan was considered.

>Kennedy was hardly alone in his fears that a nuclear China was the greatest threat to world peace. As the Cultural Revolution unfolded, the U.S. Navy was concerned that China would quickly gain submarine-launched ballistic missile (SLBM) technology and would launch them in a way to fake a Soviet strike, triggering a global nuclear war.

>If China’s nuclear program did not pose a serious threat to the United States in the 1960s, then there is even less reason to fear North Korea’s today. Even with improvements in North Korean missile capabilities, the United States and its allies still enjoy an overwhelming military and economic advantage over the North. Just as during the 1960s, the United States simply needs to be public and credible in its reassurances to its regional allies and partners. Any North Korean effort to split the U.S.-ROK alliance will fail if the United States continues to provide a broad security guarantee to South Korea. As long as the Trump administration continues to offer its public support to Japan, Tokyo too will feel that there is no need for drastic action.

>Lastly the United States needs to forcefully come out against the linkage of the North Korean nuclear question with unrelated issues in the U.S.-China relationship to address Taiwanese concerns that Washington will trade away the de facto independence of the island in exchange for Chinese assistance in reigning in North Korea.

> It has become clear that either due to a lack of leverage or deliberate unwillingness, Beijing will not apply the necessary level of pressure to compel Pyongyang to reverse course. The United States should not fall into the trap of expanding the scope of talks in the hope of eliciting additional Chinese cooperation on North Korea.

>After the 1964 Chinese nuclear test, President Johnson used trade controls and extra intelligence monitoring to slow down the pace of China’s nuclear development. Despite continued apprehension, the U.S. learned to live with China’s nuclear program. This was made possible in large part due to swift and credible U.S. reassurances to key regional allies such as Japan. Over time, as Chinese leaders decided to shift strategies and pursue greater engagement with the Western world, China’s nuclear positions underwent a gradual evolution. North Korea is not China, but a similar policy of strategic patience combined with robust security assurances to South Korea and Japan is the best bet for getting North Korea back to the negotiating table. The alternative is untenable.

Pretty fucked lad. Though on the bright side, if the Norks nuke you Cali will be a much better and less cancerous place after the free chemo session.

Jesus fucking christ can we all just agree to lay off comparing every single fucking thing in this world to Hitler/Third Reich/Nazi Germany?!

Stalin and Pol Pot did MUCH worse than Hitler, yet we never compare to them do we? Everything we try to compare to the insanely unique context that allowed the Nazi party to flourish insults the memory of the victims of that party. It was a different time, a different political climate, leaders had different concerns back then, its SO UNIQUE that it is literally incomparable to anything other than itself.
