Xi and Putin are not siding with the U.S. by signing on to sanctions against North Korea. They will gladly take the financial hit to give the appearance of rejecting NK intercontinental ballistic missiles, but they know that this will create more tensions between NK and the U.S. ultimately sparking WW3.
China and Russia will provide military and material support for NK during the coming war and launch coordinated attacks. China in the Pacific and Russia in Eastern Europe to expand their territory and economic interests.
