What are the dysfunctions for having a citizenry more empowered to enforce the law and conduct a citizen's arrest? I've never heard on one occurring.

I arrested a rapist once. Citizens have virtually the same powers of warrantless arrest as cops.
And they occur all the fucking time. Any time you hear about a criminal being taken down by onlookers, that's technically a citizen's arrest...assuming they live. You don't hear about them more often because most people don't go out of their way to make them outside of especially dangerous situations and often not even then.
Depending on your jurisdiction, you can even make arrests for misdemeanors like seat belt violations.
