Already being investigated in Congress but neither side wants to go after the unmasking because of how useful the shit is. Also there's only really 3 avenues of approach from a legal standpoint.
1. Lying on an unmasking request. This is a largely unnecessary and therefore rare crime because vague, boilerplate requests are commonly granted, negating the need to actually lie.
2. Illegally leaking information unmasked for you. This crime is basically impossible to investigate since the only people that know what was even unmasked in the first place are the handful of people that approve the request, the person that leads the requester to the SCIF, and the requester. Basically, short of asking for every bit of recently unmasked information be unmasked to his team so they can compare it against information that had since been made public, he won't know what leaks actually came from the unmasking process and not other sources. Unmasking doesn't actually generate documents because nothing can be taken out of the SCIF, so there's no way to actually prove what has come from unmasking without working forwards from the masked information. And doing that would basically be asking for a shitton more leaks, not to mention be looking for a needle in a haystack. Also, this would already fall under his leak investigation.
3. Illegally unmasking information. This crime would require going after the intelligence community, which is an inscrutable wall of muck, and would generate fuckmassive suspect lists. Also, this is already under his anti-leak shit.

You still run into the problem of you don't know what shit was actually masked shit from US intelligence in the first god damn place and this would be exacerbated by the fact that there might not even be an unmasking request on the information that got leaked, meaning it'd be like looking for a needle in a haystack in a field of haystacks. And on top of all that shit, we aren't the only country that has access to masked information we have in our intelligence community. So even IF Sessions found previously masked information in US possession that had been made public since its collection without any official process for legally doing so, it wouldn't necessarily mean shit came from an illegal unmasking.
