You have such an autistic view on politics and intelligence that it literally made me facepalm. Mongols were historically the greatest archers, equestrians and military tacticians. The problem is that their environment is very harsh and they have very traditionalist lifestyles (which are MUCH more healthy than (((western lifestyles))) imo).

But they are geographically close and I think Manchus are fairly close in ethnic links, so I'll
