As the USA starts look like it is about Balkanize from internal pressures (Soros meddling/day of the rope type stuff, Cali wanting out, etc), outside influences from countries like Russia/China/etc force the hand Federal gov't.

Rather than facing a civil war it cannot win, the gov't false flags a situation that also forces NATO's hand, in the hopes of uniting the US again against a common set of enemies.
