There is no way to pay people more without chasing out companies or forcing them to hire fewer people.

Since min wage labour is an integral part of almost all production, the price of labour has a very large affect on the value of your currency. Artificially raising it may make the Mexican fruit pickers richer but you'll be stealing wealth from the entire American population to fund it.
