The expansion would scale with population, entropy doesn't need to be organized and a large loss is a lot easier to apply than large infrastructure gains. If a state couldn't provide for individuals, they couldn't retain individuals and the amount of resources by the opposition depends on how much external individuals could gain from the state's loss which means opposition resources scale directly with the state's resources.
