Basically, this Russian investigation is like a big rape case investigation.

Trump and Russia are accused to be the rapist and the DNC and the Clinton's are the victims. The problem is that Mueller has to get the rape kit samples to prove Trump and Russia are the rapist but rather than find Trump's or Russia's DNA in the semen sample they will find Bill and Hillary's, John Podestas, and the rest of the rapist from the DNC.

DNC servers were reviewed by Intelligence agencies already. it was reported to the FBI after it happened, and the FBI can request to see them again. Subpoenas are for people who you want to testify for a case who you know have incentives not to unless they're forced with repercussions. What do DNC officials have to hide, or what signs have they shown to be unwilling to work with authorities with clarifying their claim that the Russians hacked them? Clinton emails aren't tied to their servers.
