This. Read "The Human Factor" by Ishmael Jones if you want to know more. In it, he goes into how the CIA is like any other government bureaucracy and exists mainly to secure its budget for the next fiscal year. As such, intelligence is its neglected side gig that it does not actually pay much attention to.

I was an Army analyst in Iraq, and it largely lines up with the quality of intel my unit was receiving from the CIA when we were there. The most infamous report we got that ran through our ACE and TOC was, and I quote this unedited report:

[According to sources,] "Muhammed MNU (Middle name unknown) LNU (Last name unknown) is planning to detonate an IED or a VBIED against Coalition Forces or IA (Iraqi Army) or IP (Iraqi Police) or SOI (Sons of Iraq) or MEK (Mojahedin-e Khalq) civilians in Diyala province within the next six months."

As our Intel warrant said, "We don't know who, we don't know where, and we don't know when; but something bad is going to happen in Iraq. Thank you CIA for letting us know."
