The US could make a fair oligarchy. You could have a constitution like we do now, and make the people's sole power the power to recall officials, maybe even veto.

We'd still have the right to bear arms, and if the ruling body ever tried to deny people the right to recall or veto, then you'd hope people would revolt. It wouldn't be like now where our rights are slowly being taken away while we pretend it's great and free to live in a democracy.
