This was done pre-Civil War by the American Colonial Society (think that was the name). Anyway, they paid full cost of repatriation plus a grant to individual ex-slaves to get them started. Only a small number of slaves accepted. 99.9% refused the offer. And this is why US blacks have no right to complain about muh slavery. Freedom, compensation, and repatriation were offerred to them and they refused it.
