The problem with Bismarck was he was TOO great. He created a complex system of treaties that only someone with his talent could manage. Even if Wilhelm II didn't accept his threatened resignation, Germany would have found herself in a tough spot between a vengeful France and an incompetent Russia without Bismarck there to manage them after he inevitably died or retired.
