The honest answer to this is the nature of the drug trade in urban environments. In the suburbs and rural areas people but drugs from people they know on private land. The only risk of arrest it's during transport. In city areas people walk down the street shooting the names of drugs they sell to strangers or operate it of known traphouses. These houses are allowed to operate until the narc police gather enough evidence to do a full scale raid. It has nothing to do with race. Ironically enough though, if I parked outside a traphouses, the police would arrest me and charge me with loitering in a drug area, which means the only reason a white person would be there is to buy heroin.
