As Trump is lambasted in public, less people will openly say they support him, so we'll get a dynamic not unlike the silent voter phenomenon that helped Trump win in 2016. Also, Bill Clinton had an approval in the mid 30s in his first term and was easily re-elected.
But above all, it's not about how unpopular Trump supposedly is according to liberals' favorite polls. It's about whether a Democrat can actually beat Trump in the swing states and battleground states. And right now, the state of the Democratic party and their poor platform is simply anathema to middle and rural America, so Trump's chances in 2020 are still strong.
