Before we had CC here in Illinois it was common practice to carry an unloaded gun in a fannypack and magazine with it / in a pocket. Technically the fanny pack counts as a "sealed case" and our transport laws require a sealed lockable case and the the gun be unloaded.

Unzip, throw in mag, drop the slide release, shoot. Of course that's practically useless in a realistic situation unless the guy you need to shoot is blind or at turbo-nigger IQ levels.
