What society shaping effect does a flat sales tax have?
How about income tax?
Are those taxing trying to get people to buy less or earn less money to avoid paying taxes? No.

When someone says we should tax this so that people don't want it that's no longer a valid use of taxes. I believe that taxes should only be used to raise funds. If you don't want people to do something make it illegal, otherwise the government shouldn't be trying to influence people and how they live their lives with taxes.

If you don't want people doing something make it illegal. Otherwise leave people alone. Making something more expensive to try and shape their behavior isn't in my opinion a ethical use of taxes. The reverse is also true; I really hate subsidies that try to encourage action. If something is so critical to happen just have the government do it. Otherwise don't muck with society.

You can set emissions requirements and outright ban those that can't meet the requirements. You wouldn't tax for failing to meet the emission standard, you would ban it. As for taxing transportation we have a fair method by a flat sale tax that's applied to all goods sold. Use more energy and you pay more taxes. Become more efficient and pay less taxes. However you don't tax the fuel for a pickup truck higher than fuel for a bus, or a motorcycle, that's not in my opinion ethical.

I don't agree with your idea that we would just try to reduce something by making it more expensive and out of the price range of some people. That just creates an elite class sitting about everyone else. If people collectively wanted fewer vehicles on the road people would opt not to drive their vehicles on the road. But that's nearly never the case and what people actually want and is proved by their action is to have better roads able to handle more traffic built.

If people actually wanted to reduce something people would reduce it. We don't need the government shaping society to get those results if those results are actually the desire of a democratic outcome.
