I think it's unlikely. The mechanisms they use to track copies are usually a bit more sophisticated. For instance, they keep a record of printer usage and file access in the office (they nabbed a leaker this way not too long ago), they embed digital fingerprints in the files, etc. While it falls within the federal SOP to include multiple layers of redundancy in highly classified document tracking, I don't think the information we're talking about was classified at such a high level to require those sorts of measures.
