bunch of facts and theories:
>weather balloons are relatively cheap, <$200
>theoretically anyone could send, let's say, kekistani flag (although perhaps more mainstream "hate symbol" would be appropriate) into space
>all one needs is this baloon, flag, some kind of weatherproof camera and tracker to find it after camera would hit the ground
>even smartphone with right software should do nicely if secured against freezing temperatures and landing impact
>while it surely needs a little bit more planning so batteries won't die out of low temps and device won't crash after landing, it shouldn't really be hard. people send those baloons with gopros on daily basis, youtube is full of those videos
