This might be hard to grasp for a demographical cancer which is the USA, but before 1917 there was no such thing as "countries" based on demography with very clear borders separating ethnicities. It was a gradual thing and the map you showed was a great example of how Europe looked like in the early 20th century.

Austria was an empire, something which "Germany" had never been, since "Germany" didnt exist before 1945.

Furthermore, not only are cultural groups within Germany as diverse as comparing Eastern Austria to Switzerland (culturally), but also do they not get along with each other based on national identity, since Germanic culture has always been based on Tribal identity (I am Frankish/I am Swabian/Im a subhuman Bavarian/Im Prussian...).

Austria, has as much in common with Bavaria, as does a Bavarian have in common with a Hamburgian:
