No mater who will be in power, he will not be much different from Putin. Putin doesn't do whatever he wants, but balances interests of oligarchs, military and deep state, and tries to fit resulting policy into narrative people find most realistic. If next leader will try to disregard interests of some of the groups with real power for some abstract bullshit like west's approval he will be swiftly replaced.

As long as people's approval can be achieved by talk there is no need to spend money for better living standards.
Also it is least of important things for one's in power. People's approval must not fall under level when absolute majority will be unsupportive of government, but even than it will be only minor inconvenience. Revolutions only happens when major inside or foreign power spends a lot of money.
