Religion. Probably a majority of homeschooled kids have fundie parents who don't want their kids learning evolution in schools. Although there's other groups who do it too, even some anti-authoritarian types I have a lot of sympathy towards.

here it is a crime to not send your kids to schoo. But poor people get away with this easily. If you are rich, you have social services taking the kids.
