No, they aren't. In NYC the only requirement they had at the time was to provide the city with a demolition plan that could be used, if necessary, in the event of needing to replace the building. Such a demo plan would, of course, requirement falling into its own footprint. A collapse due to Godzilla (or wtf ever) would be determined by normal physics of the structure and would be outside of control.

Since your brain seems to struggle with the concept of how towers work, let me put it in simple terms. If a structure is collapsing, it must be damaged to the point where the rest of the structure is at risk, meaning the likelihood of other parts of the structure failing in quick succession is higher. Engineers describe the point between a semi-collapse and a total collapse as the critical point, once the collapse has surpassed that point, there isn't enough of the structure left to sustain the parts that remain.
Review the full length videos of WTC 7's collapse. What do you see?
The glass is the first thing to noticeably fail in areas as the tower twists, then the penthouse collapses before anything significant happens to the exterior face, which begins to collapse as the rest of the structure begins to fall. The time at which the penthouse collapses is a few seconds before the critical point, and once it passes, the rest of the structure falls.
If you aren't able to understand this, I can provide further explanation, perhaps with something you'd find familiar. Maybe a few crayon drawings?
