It is indeed true. The term "meritocracy" was originally used by Michael Young in his 1958 book "The Rise of the Meritocracy". It wasn't meant to be a good thing. Summary here:

Most of the time it's not wrong. Yet it's an inconsitent philosophy. Utilitarians for example argue for capitalsim because on average it makes people on average more wealthy wich is good argument to make but there are cases where this logic comes to an end.
Lets say we have a small minority in a society that everyone hates and the vast majority would gain great pleasure from killing those people of even if the minority has done nothing harmfull to the majority. There is utility in killing them but that doesn't make it right.
