It was the Western backed "Arab Spring" in Libya and Tunisia that opened them up as transit points for the mass migration into Europe. Invading them would make things worse.

Since the fall of the British Empire, Egypt has been constantly flooded with Sub-Saharan refugees, and are under constant scrutiny every time they attempt mass deportations. There is therefore no real incentive for them not to allow the flow of refugees into Europe, when its Europe allowing the flow of refugees into their country.

As an aside, refugees and their children are legally never entitled to Egyptian citizenship regardless of how many generations for, and may be deported at any time. Except for the case of Syrian or Palestinian refugees, in Egypt refugees are also not entitled to any forms of welfare, education or health care.

If there was ever any real desire to stop refugees entering Europe, they would support Haftar in Libya and allow southern Europe to make the same deals with him that they had with Qaddafi, penalize Turkey for enabling the flow of refugees through their country rather than attempting to bribe them into reducing there numbers, support North African countries right to to deport the floods of refugees that they receive from Sub-Saharan Africa, and dis-incentivize migration by imposing conditions similar to that which Egypt attempts with regards to welfare, healthcare and education. But this clearly isn't going to happen.

The EU needs to become "hard right" in terms of just about everything. Let's keep in mind, Europe's "hard right" isn't American "hard right". Hard right in Europe would probably be some sort of merit based immigration system and not taxing and regulating absolutely everything, free speech, etc. Just common sense stuff really.
