That said, I know a few people with TS+ clearance and they all have gotten tons of DMCA notices.
"carefully evaluated" means exactly that. CIA is "the establishment". They want people who follow orders and respect authority. If you're pirating shit because you're poor and cheap they probably tolerate that a lot more than if you're pirating for the sake of doing so because "fuck the establishment".
