It's hard to tell. We got that really fucked up guilt thing going on. After WWII the whole place got 'educated' in a manner that would prevent future turmoils. But it went a little too far. There is no sense of national identity in more than 50% of people here I'd say. When Duterte won, he reiterated it in his oath-taking and first ever state of the nation address that again, all people related in the drug trade must stop. He even gave them 48hrs to surrender but they didnt. So the killings you see are really justifiable if you know the real context.

Also, you'd like to read about how men massacred a family(kids, grandparents, mother) and Duterte told everyone they will be hunted and true to his word, all suspects we're salvaged one by one.

I visited Davao City, his hometown. To put into context, Davao City is the largest city in the Philippines in land mass. Literally you can put 3 average city on it. Yet he managed.

Basically, it takes too fucking long to prosecute. So the police just watch them, listing information about them and other crimes.
