Was a Central Powers victory ever seen as likely or even inevitable? What was the general consensus when Russia surrendered? Surely Germany was close to victory at some points

Germany could've won WW1 if it didn't have useless allies, just like they might've done well in WW2 is they didn't have useless allies.
In both wars they got fucked by having to split their forces.

i am of the opinion that germany shouldn't have been so aggressive in the west, as the technology and tactics of the time simply favored the defender.
sure they almost reached paris, but they lost up to a million soldiers in the process.
instead, they should have heavily fortified the borders (ideally never go to war with belgium to enjoy an even narrower border to defend) and send expeditions to protect the ottoman and austrian empires.

Honestly negotiating Brest-Livtosk before achieving a cease fire in the West doomed them. Not only did they need to waste hundreds of thousands of men occupying the new countries, but they convinced the Entente that peace wasn't an option.
Even then, they might have made something work if they weren't so autistic about Belgium

Without bias, just got to take their largest problem into factor. They btfo'd the Russians really hard but they continued with it being unnecessary.
