Most governments classify a good economy as one that is growing a certain percentage of gdp each year. This is all they care about because it means more tax dollars to spend on gibs. More people = more tax payers = more gibs. it doesn't take into account that a population that has met equilibrium can experience a high standard of living, gdp per capita, and high average income without huge economic growth.
