A lot of the problem also has to do with changes in NASA procurement. These days, they buy most of their rockets from United Launch Alliance, a partnership between Boeing and Lockheed that was created during the Bush administration and basically exists just to absorb huge amounts of money through obviously corrupt government contracts, while delivering shit-tier technology years behind schedule and far over budget.
While well-bribed Senators still force NASA to use ULA, they will never have the money to actually accomplish anything.
