This is the same type of system we have in Canada. Burgers should back this move YUGELY.
I like the idea, but the problems with it are apparent:
Who decides what is "of merit?" "A Republican government would say "anyone, regardless of race, who can impact out economy positively and who loves us" and a Democratic government would say shit like "Unemployed trans Muslim communists TO THE FRONT!"
I would have to see some criteria before supporting it, but in theory, I like it. Didn't know Canada had merit based immigration. What's their criteria?

Proficiency in English/French, education credentials, job credentials, net worth, that kind of thing. I imagine the criteria for Trump's system are going to be similar.
I agree that it's not a perfect solution, but it should still tip things in our favour a little bit.
