There's legal immigrants that sponsor the rest of the rest of their family in a chain migration, and they all have instant access to social programs. This puts a burden on our social programs, raises medical costs, and undermines american workers in certain industries, and generates public safety and traffic issues.
The new bill remedies all that with a merit-based system that's similar to Mexico. If a immigrant knows english and brings jobs skills to the table, then they go that much further up the ladder to citizenship.
This works for Mexico too because it means less Guatemalans running across their country to get to the US. It's also a great opportunity for educated Venezuelans to escape Maduro's bullshit and contribute here; lowering healthcare costs if they're doctors.

Illegal immigration is a huge problem, but just as bad (if not worse) is the legal immigration from low-IQ ass-backwards countries that bring their shitty cultures with them. Most of the Guatemalans are here because of refugee status, though. Primarily because we kept fucking with Latin American governments all throughout the 20th century.
Regardless, we have roughly 1 million Guatemalans in the U.S.. That doesn't strike me as some drag on the economy (even implying they somehow don't contribute).
