Because the allies had much more gas, and the bombers to deliver it, so Germany did everything it could not to provoke the allies into using it.

Chemical warfare was used in the Eastern front both from the Germans and Soviets. It just was never spoken of in the war since both sides were using it against the war and the allies didn't care what was going on in the east.
