Chinese are xenophobic. 4chan has little influence in China. Most Chinese don't understand English well except a few words. It won't have a significant impact. Memes would need to be translated to Mandarin and spread in China.

What could be done is to ban dog-eating at the United Nations, international level then they'll listen.

Shaming China for eating dogs and cats can work if its on a massive scale that affects them.

Only a tiny percentage of people in China actually eat dogs. It's about as widespread and acceptable of a practice as eating roadkill is in the US.
