The Catechism says as much-- anyone sincerely holding views contrary to Church doctrine isn't allowed to receive communion. In other words, they're latae sententiae (automatically, without needing a decree) excommunicated.
Anyone who says "I'm a Catholic, but I disagree with the Church's teaching on (marriage, abortion, etc)," is an excommunicated heretic whose immortal soul is in serious danger-- and not at all indicative of actual Catholic doctrine-- people like Colbert et al. They're liberal Protestants/atheists who don't want to be Anglo-Saxons.
Also, way to pick pre-election polls; the majority of self identified Catholics (even including the above mentioned heretics) who voted voted for Trump. Actual practicing Catholics who believe wholeheartedly in the Church's teaching are generally right wing, and very much so.
