How do I start a government program where you need a license to have children it would greatly benifit humanity to have a higher global intelligence average it would also solve global wealth gaps effectively I see it as the only logical course of action

Good luck with that. But implementing basic requirements to apply for child benefits would be a good start. Like having a job, writing properly and being slightly cultivated, things like that.

You still need the traditional private market where husband and wife fucks at home and makes babies the natural way.
And when that private market fails (birth rate < 2) the government Eugenics factory can kick in and compensate (birth rate = 2,1).
