This. It would resolve the contradiction of his recorded audio, and the suit. He's been stonewalled by Seth's brother from day one, which made him suspicious. He knows something is up, and he needs a way to get the media on the issue. If he just came out and listed his suspicions, they'd call it fake news, and move on.
It makes me wonder why the fuck their hired this guy in the first place. Did they think he wasn't going to actually try to solve the case?
