If you actually read the article you will see that the point she is making is that you can bang a teenager but they can't vote for you, because of some sort of social injustice or something.

It's just another wing of the "16 year olds should have the vote" contingent that's been gnawing at the perimeter of british politics for decades. For some reason there are a lot of adults who are hungry for those sweet, supple teenage votes. It couldn't have anything to do with the fact that teenagers are dogshit stupid and do literally whatever adults tell them, right?
