Yeasu FT-450D. Get one. Affordable, and I want mine back.

I have the expensive radio that does 2m/70cm AND hf bands (and has a RT waterfall) but I miss that 450d. It has a built in tuner and if you don't abuse it at 100w like I did, it will last you forever.

Search "end fed antenna ebay" and buy a cheap unun solution - your built in radio tuner will tune it on most bands - you won't need a tuner. If SWR is higher than 3:1 the radio won't tune it. The MFJ tuner is less than 200 bucks and will save your radio.

You won't go wrong with that IC7100 - I thought you were on a budget! A manual tuner is fine - just remember to turn the tx power WAY down before tuning. SWR doesn't really go up once you put the spurs to it.

At the end of the day a well hung and cut antenna (that you can tune) is MUCH more important than your TX rig.

I'm using pulleys or natural friction now. I have a 1oz fishing weight keeping tension. My main problem is the line catching and I get too much slack. 65' of 14g wire is heavy so sometimes it catches up in the tree and I get some droop. Better than a broke wire I guess.
