Not true, dragons can be killed by non-dragonborns it's just that they cannot be killed for good as their souls continue on. Which is also true for humans, beastfolk and elves in TES as their souls get recycled in the dreamsleeve.

Daedra however can not be killed ever under any circumstances. It doesn't matter if you kill one in Oblivion or in Nirn that Daedra is going to come back afterwards - the only way you could kill a Daedra for good is by ending the entire Kalpa like Alduin would normally do. And even then that isn't guaranteed to work as we can see with Molag Bal.

Dragonborns come into existence whenever Akatosh decides he wants to bestow his blessing on a mortal.

And as I said earlier there's two different kinds of dragonborn. The kind that can shout and use the voice (LDB, Tiber Septim, Miraak), and the kind that just has Akatosh's blood (Alessia, Martin Septim, all the other Septims). The latter is hereditary but the former is not.

The significance of Martin Septim as a Dragonborn is not that he was able to do all the superhero shit Tiber Septim or LDB could do, it is that he's descended from Alessia and therefore has the blood of Akatosh. And Alessia could not absorb dragon souls like LDB can.

Dragons whilst by no means mortal are not unique in having indestructible souls. In any normal circumstances this wouldn't be much of a problem - not any more than humans or elves dying anyway. The reason it's a problem now is because Alduin (AKA a literal god) is around and he is bringing them back from death. Were the dragonborn not around to eat their souls the races of Nirn would still be able to kill dragons (as they did the last time when they hunted them to extinction) but it's just that Alduin would immediately resurrect them so it means dick. But likewise were it not for Alduin LDB would not be necessary, regular mortals could take care of the dragons by themselves.

This ties into Alduin and LDB both being closely related to Akatosh and Akatosh basically being a schizophrenic eternally self-conflicted god. Akatosh is both creating and solving the problem.
