Live streaming relies on packets that are in time. Packets that are considered "old" are not even shown because they will fuck up the video (like your gifs show). Normally you don't stream from space, so the delay and jitter is most of the time pretty reliable with the occasional glitch. But when you're sending video from space, it's a whole different thing. You're already working with a delay so you can't just throw away frames that are "old". So sometimes frames collide or end up in weird orders, showing repeated images or even trying to sync in newer frames with the images you are already showing.
