Kalergi was descriptive not prescriptive. And his book is actually really good.
Not a paneuropean so I don't agree with his ideas on immigration but other than that for example his views on the urban rural dychotomy etc. are really good.
What makes me wonder: Has anyone who ever railed against Kalergi ever read Kalergi?
