The only travel restrictions North Korea has are towards South Korean Journalists, although the South Korean government restricts their citizens from going so it doesn't really matter. You are still quite able to get a visa. I just checked Brazil's policy as well and it seems there is no travel ban in place. Go book a tour with Koryo.
