Real talk as someone who lives in Youngstown, there's a divide. The city government and the people that live Downtown know that it's a shrinking city and needs to reshape itself as a small-ish college town with some light industry, but with a focus on services.
The whits residents still think the factories can come back, and the majority black population in the ghetto is waiting for enough upper class people to move in so they can be gentrified.
