What if we keep creating an AI, but it has to grow and learn like a child to become a mature entity. What if every generation is scrapped because it becomes biased or racist?

If law enforcement in America was directed by "AI" to be more effective it would be targeting blacks. This is a surprise to no one. This isn't even a new thought, as a matter of fact Microsoft is selling this as a product already. They created software years ago that shows police how to alter their patrol routes, increasing visibility in high crime areas, to reduce the likely occurrence of offenses. If however an AI was allowed to make suggestions on say, something like the budget, it would inevitably call for the end of social programs all together. Sorry, but you cannot use computers to solve moral issues in 2017. There are loads of issues with respect to how the algorithm is designed and the data being fed into it.

Using an algorithm based on race, gender, etc. to determine the outcome of court proceedings is by definition racist, sexist, etc. Indirectly there can still be bias since there are many characteristics that do not directly relate to legally irrelevant attributes but which indirectly do, eg cities tend to be segregated based on race, so using zip code would have a similar result as using race. Further, it's obvious that there's a strong possibility for unintended consequences, eg positive feedback.

Every trial is unique, and every person has the right to be judged based on their own situation. You'll thank the ACLU when you aren't thrown in prison for being a pedophile because you post on 4chan.
