Seems neat. I always thought something along the lines of this is what makes me most sense, since the concept of taxing income and capital gains is what's bothered me.

Exactly. By taxing human labor we are being deincentivized from making capital; capital is created by human labor. So when we tax a property more because the owner put his sweat, capital, and risk into it to build a house we are actually punishing his fruits that the community gets to enjoy.
It's why we see so many vacant lots today; the owners are not only not pressured to make that land productive, they are actually pressured to make it as unproductive as possible!
This, of course, is what results in Urban Sprawl and inefficient societies/economies.
