Why can't the US form solid relationships with other countries?

Seriously, why can't we mind our own business and, at the very least get along with other countries? I get it, many of these world leaders have NO regard for human rights whatsoever, but really? Russia? China? Why do we hate them so much? All that we're doing is angering them even more with these stupid sanctions. We have enough problems here at home, with inner cities, healthcare etc.
And 600 BILLION dollars on military?? Come the fuck on, America. Couldn't we spend some of that money on education or healthcare? (inb4 government can't fix healthcare)

Ultimately, it's because other nations choose to obey. The US can't manage its sanctions without the cooperation of European countries, and international banking clearance systems like SWIFT (based in Belgium).
The reason that US sanctions work at all is because Western Europeans are pathetic pussies who refuse to tell the US to fuck off. That's pretty much the story.
