You can't "start" a revolution. They happen through spontaneous acts of stupidity (think Black Swan Events) that no one sees coming and which instantly causes the masses to rise up in revolt.

Also, you need to have things get as bad as humanly possible; complete and total rock bottom for the inciting act to happen and have the impact to cause the masses to revolt.

America will NEVER have a revolt until all bread and circus gets removed (IE no internet, TV, games, etc) and they have no distraction to keep them from realizing the full extent of how fucked their lives are. And even then, you'd need an inciting event (someone an-heroing himself to protest the government, gun grabbing, the state killing protestors) to be the flash event that causes everyone to say fuck it and bring about the day of the rope
